Gold is new high and VIX is new low, Why there is the contradiction?

VIX is low and Gold price is the new high. what happens? 1/8/2020 gold went up to 1611.00 new high. stop-loss at 1547.00 if break, will be down to 1516.00; then you need to sell if not, gold will be up again to us$2020. Why China and the American government wanted to sign an agreement both of them can not comply?
