A Simple Yes or No Question but No Answer

i asked a window tech: "The broken window in the basement. Is it window or glass?" He answered me,:"You can replace it with glass or window. Replace glass is cheaper." I used the same words to ask. Similar question again, the same answer. For five minutes, he did not answer me a simple question.
